The Junger/Whitehead Inquiry

In 1989, Constable Gordon Junger signed a secret deal in which he agreed to resign in order to avoid prosecution for running an escort service. The story came to light when his former girlfriend approached the Toronto Star in an attempt to have audio tapes of phone conversations with Junger returned to her from the internal affairs unit of the Metro Toronto Police force.

As a result of the pressure from the Star's daily stories on the scandal, the Ontario Civilian Commission on Police Services, which oversees policing in Ontario, launched an inquiry. The Report of an Inquiry into Administration of Internal Investigations by the Metropolitan Toronto Police Force was released August of 1992.
